Best Value
The Government has introduced a new performance appraisal and improvement regime for all Councils called “Best Value”.“Best Value is defined as a duty to delivery services to clear standards (covering both cost and quality) by the most economic, efficient and effective means available.”
Each year, North Down Borough Council will review a selected number of services. For each service, Councils will need to:
- Challenge why services are provided in the way that they are.
- Consult with users of the service and the local community about their views of each service.
- Compare their performance against other similar providers of that service.
- Compete – consider whether someone else could provide that service more competitively in terms of cost and quality.
The Council has classified its services by departments and 34 service units and has decided to review each of these service units within 4 years 1999/2000 – 2002/2003.
The Council also reviewed its Corporate Plan 1997-2000 in 1999 and initiated its Best Value Programme with a Corporate View 1999-2002. This is the framework around which our Year 1 Corporate Review and Corporate Performance Improvement Plan has been structured.
A Best Value Performance Plan will be produced each year.
